I've had some issues with Max freezing at startup this week. Here was the solution I enlisted to get it to go away:
Delete this file:
C:\Users\Shawn\AppData\Local\Autodesk\3dsMax\2016 - 64bit\ENU\Infocenter.xml
Note this file will get recreated every time you launch Max. But somehow it gets corrupt or locked.
I also found a script to disable the infocenter after launch (http://forums.autodesk.com/t5/3ds-max-3ds-max-design-general/3d-studio-max-freezes-on-startup-2014-amp-2015-fix/td-p/5038386).
